Tender notice: Consultancy to develop new Complaints and Feedback Mechanism (CFM)
Norwegian People’s Aid (NPA) invites bids from interested and qualified bidders for the provision of consultancy services for Accountability to Affected Populations (CFM) Expertise. The call for tender is open to individuals, private companies, and organisations.

Consultancy Position
NPA calls for tenders for a consultancy proposal to develop a functional Complaints and Feedback Mechanism (CFM) system for our international work, covering all our different programmes.
The aim is to establish a practical toolkit and proposals for a roll out plan which will support all NPA teams to set up a relevant and functional CFM with a start date of December 2024.
For this contract NPA has estimated approximately 45 fulltime equivalent workdays as an indicative level of volume and work effort. For requirements regarding this consultancy, please see the Terms of References.
Timeline: The exact timelines will be developed and agreed upon between the Consultant and NPA as part of the consultancy contract.
Reporting: The Consultant will report to the Senior Humanitarian Advisor, NPA’s Department for Development and Humanitarian Cooperation (DHC), Oslo, Norway.
Remuneration: Payment rates, method, and currency to be agreed based on the tender bid.
Instructions and requirements for submitting a bid
Tender issuing date: 16 October 2024
Submission procedure and requirements: The bid must include:
- Technical proposal.
- CV(s) of expert(s).
- Financial proposal (in a separate email).
The bid shall be sent via email to the email address provided below no later than Monday 18 November 23:00 CET, in the following format:
- All relevant documents must be in standard PDF format.
- The financial offer must be submitted separately from the technical offer.
- Supporting documents of the technical offer (documents listed above under I., II., and III.) should be attached in PDF format in the technical offer submission email (email 1 of 2), and the supporting documents of the financial offer (listed under point IV.) should be attached in PDF format in the financial offer submission email (email 2 of 2).
Bids arriving after the deadline will not be considered. The bid shall be valid for 30 days after the tender deadline. Costs related to the development of the bid will not be refunded. The bid must be made with firm, non-revisable prices.

Bid opening date: Shortly after deadline.
Interviews: NPA plan to interview shortlisted applicants on 26 November and 27 November 2024.
Evaluation criteria and procedure
The quality of the consultancy is the main determinant for the procurement of the
Agreement. NPA’s opening and evaluation committee will score the technical evaluation of the bids with the following criteria and weighting:

Only bids with a technical score of at least 75 points in the technical evaluation are then financially evaluated.
The best value for money is established by weighting technical quality against price on an 80/20 basis.
Offers will be reviewed shortly after the deadline for submission of bids. NPA may contact bidders for follow-up and clarification, may request bidders to provide professional references, and NPA may interview bidders/ proposed experts as a part of the evaluation process.
The bids will be confidential and NPA will keep all information from bidders confidentially.
Conditions of contract
The Consultant is responsible for its own registration, taxes, insurance, pension and health care, and all other work-related expenses. Any NPA-related travel, as approved by the authorising NPA officer, will be covered by NPA.
Before entering into a consultancy contract, NPA may request bidders to provide the following additional documents for verification:
- a copy of the diplomas mentioned in consultant CVs,
- a copy of employer certificates or references, or signed copies of consultancy or labour contracts, proving the professional experience indicated in their CVs.
The admissibility of any other supporting documents to prove the work experience indicated in the CV will be subject to the discretion of the NPA. Only diplomas and documented experience (i.e. not self-statement from the consultants) will be considered. Previous experience which caused breach of contract and termination shall not be used as reference.
We kindly ask you to carefully read NPA’s Code of Conduct, Ethical Standards, Safeguarding Policy, and Anti-Corruption Policy before you submit your application. If you are selected for this contract, you will be asked for written acceptance of these documents.
Private companies and organisations will be expected to acknowledge and abide to The Code of Ethical Conduct for NPA Suppliers and the NPA’s Ethical Standards for Procurement, Investment and Fundraising.
Provision and replacement of expert(s): Where the contract involves the provision of experts, the contractor is expected to provide the experts specified in the bid and the expert(s) to be provided by the contractor must be identified and named in the consultancy services contract.
During the implementation of a consultancy services contract, where an expert must be replaced, the replacement must possess at least equivalent qualifications and experience, and the fee/rate may in no circumstances exceed that of the expert replaced.
